In Liberia, a proposed law seeking to repeal a law granting amnesty to warlords and their financiers has been introduced by Montserrado District #11 Representative, Richard Koon.

In August 2003, the law was enacted granting amnesty to all the warring factions, making it very impossible for the over 250,000 people who were killed to get justice.
