Madagascar’s newly appointed Prime Minister, Andriamatoa Herintsalama Rajaonarivelo, has ordered a comprehensive inventory of state property and outlined operating rules for public services. The directive follows the first official statement by President Michaël Randrianirina, signalling the government’s early steps toward accountability and reform.

Officials are also mandated to ensure the continuous operation of public services, observe austerity measures, and remain within the national territory without prior authorization from the Prime Minister’s Office. Management audits and service handovers are expected to be completed within three months. Financially, all spending commitments are suspended, except for essential food expenditures.

A former president of BNI Madagascar, Rajaonarivelo, is widely respected for his expertise in economics and management, as well as his experience leading institutional reforms in both the public and private sectors.

This initiative aligns with President Randrianirina’s early efforts to restore order and confidence in governance. Over the weekend, the President visited the Ambohimanambola electricity generation camp near Antananarivo to assess conditions and engage with local youth. Acknowledging “many problems,” he pledged to resolve some quickly while committing to address more complex issues over time.

During his swearing-in on October 17, Colonel Randrianirina called on the international community and development partners to support Madagascar’s national reconstruction efforts. He emphasized restoring public order, meeting the needs of citizens — especially young people — and fostering sustainable development through stability and good governance.
