In 2001, a framework for security and counter-terrorism campaign was adopted at a Summit in Senegal known as the Dakar Declaration.
At the summit, African Heads of State expressed serious concern about the development of terrorism, which, still constitutes an unacceptable infringement on human rights and democracy, and a threat to world peace and security.
More than decades, several countries that signed this declaration are merely surviving the myriads of security threats with some currently under military.
