The threat of terrorism is complex, multifaceted, and evolving. Many factors play a role in exacerbating the nature of this threat, yet one in particular is central to the very modus operandi of terrorism and, indeed, of critical importance to the international community’s response to prevent and combat it, namely, the acquisition of weapons by terrorists. States in the Sahel region have been facing a tough time in fighting these terrorists following the short flow of funds for this purpose. This has over the year, eat into budgets of the various countries that are particularly facing the treat of insurgency, making financing the fight against terrorism a herculean task.
