To armies worldwide engaged in fighting with rebels, insurgents, terrorists and in other clans, unknown gunmen or bandits, Victory is not measured by the number of assailants neutralized but by the number of displaced persons relocated to their respective settlements.

Relocation is however possible only by recapture of occupied territories or spaces which comes at a human and material cost to the state.
